All Scripture is breathed out by God and profitable for teaching, for reproof, for correction, and for training in righteousness (2 Timothy 3:16)
Paul uses the word theopneustos, meaning "God-breathed." Though often translated as "inspired," the idea would be better expressed as "expired." Paul is not saying that the Bible is inspired in the sense that God breathes into the text his imprimatur after the fact, but rather that Scripture is breathed out in that it comes from God. God is the speaker, the author. "The Scriptures are a divine product."
